While both fluorescent and luminescent color additives can be used on skin, they're not for everyday use, and they're not to go anywhere near the eyes.
Luminescent zinc sulfide  is the only type of glow powder that is approved by the FDA as a color additive for limited use in certain cosmetics and body paints.
